We consider a strong anisotropic system, which consists in a thin film with a charge density wave (CDW) coupled to electromagnetic perturbations.  We calculate the components of the electromagnetic Green tensor and analyze the power spectra of the phason - polaritons arising in such system. It is shown that there is an infinite set of phason - polariton states in the non-retarded region of the spectra.
